In Santa Cruz the decision was part of a negotiation with the federal government in which celebrations in Santa Cruz will not be forced to raise the wiphala if they also agree not to raise the official flag of Santa Cruz. Indigenous groups have criticized the move, pointing to recognition of the wiphala as a national symbol in the constitution and saying that given its constitutional status, the wiphala should not be negotiable. The three departments which officially will omit the wiphala along with Beni say that the wiphala does not represent them and will not be included in official events. The decision in Santa Cruz has been more controversial because Santa Cruz will be the center of national festivities this year.
