President Morales, whose comments came after federal ministries announced new changes to energy laws, also pressed petroleum producers to fulfill their investment promises. Morales closed the third congress on gas and energy of the Bolivian Hydrocarbons Chamber in Santa Cruz by reiterating his stance that the government and oil companies must work together to build confidence in the sector. In order to build this partnership, President Morales called on the petroleum sector to pay promised investments to the the government firm Bolivian Petroleum Reservoir District Attorneys (YPFB) and the Ministry of Hydrocarbons. In his comments, President Morales said, “It worries me when some businesspeople say there isn´t legal security or that there aren´t incentives to invest…when they complain it´s just a pretext to not invest and hurt the people.” President Morales also alluded to a supposed conspiracy in 2007 by the recently nationalized company Transredes to block hydrocarbon transportation. Morales, who nationalized Bolivia´s hydrocarbon industry in 2006 without warning, cited the Transredes case to discourage future attempts to sabotage the energy sector.
