Costas along with the two other opposition governors Mario Cossio of Tarija and Ernesto Suarez of Beni have all refused to attend the swearing in ceremony for the 9 new governors elected in the April elections. Costas said that he did not know what topics would be covered in his meeting with Morales. There has been much recent controversy surrounding the relationship between Costas and Morales as the Morales accused Costas indirectly of participating in conspiracies against his government which Costas vociferously denies. Just a brief correction: Costas et all did originally announce they wouldn’t attend the official swearing in ceremony in Sucre. But they then changed their mind and did attend, though they didn’t take an oath (they stood silent/still). They also (along with several MAS governors) had their own symbolic/unofficial investment ceremonies in their home departments (some a day or two before, others after). Otherwise the above information is correct.
