Bolivia Signs Accord with Clinton, Hopes to Normalize US Relations in 2010

On June 8th Bolivian foreign minister David Choquehuanca signed an accord in Lima with two countries that have been strongly hostile to Bolivia; Peru and the US. President Morales said to the press, “Choquehuanca informed me (by phone from Lima) of some good proposals and good advances in relations with these two countries. Choquehuanca said Tuesday that he hopes Bolivia will normalize relations with the US within “the next few months”.


In 2008 Bolivia expelled US Ambassador Phillip Goldberg, accusing him of espionage and the US responded by expelling Bolivia’s ambassador Gustavo Guzmán. Morales then expelled the US Drug Enforcement Agency (DEA) and the US pulled out the Peace Corps from Bolivia and declined to renew the APTDEA, a major free trade agreement Bolivia had enjoyed with the US. Relations with Peru have been equally turbulent with Morales and Peruvian President Alan Garcia resorting to frequent name calling. Peru gave refugee status to members of the cabinet of Bolivian ex-president wanted on murder charges
Gonzalo Sánchez de Lozada (2002-03).  After conversations between Choquehuanca, Hilary Clinton, and Peruvian foreign minister García Belaúnde in Lima at the 40th OAS assembly, Bolivia, Peru and the US have signed an accord of understanding whose contents are not yet fully known to the public.
