In the areas of San Andrés, Villa Encarnación, and 4 de Julio residents must draw water from public taps, for which they pay between three and five bolivianos (US$0.40-0.70). Some areas, including in Villa Encarnación, also lack a public tap and residents must carry water from neighboring sectors or collect rain water. In 4 de Julio a water connection has been established with the Public Water and Sanitation Company (EPSAS) but people lived for more than five years without a water connection. According to EPSAS the cost of connecting a home to water and sewage lines runs from 600 to 1,000 bolivianos (US$85-140).
